Brian is correct, heat mats are useless for dragons or any lizard for that matter; it just makes them lazy

if that is above the mesh it isn't doing any good. Mesh cuts out most of the UV, it really needs to be on the inside, about 30cm from the basking spot
OK I don't see a UV lamp in there and your ceramic heat emitter (CHE) isn't much use. You need a heat lamp (Q; what is the sun? A; it is a bright white light) your dragon is missing out on sunlight....
33 is way too low, no wonder she wants to sleep. Try the insulation method I suggested, otherwise you might need to get a new enclosure

T 8 tube is the older version, T5 is newer and supposedly better. I haven't tried the new version yet but from all reports it is superior.

The only thing I can see wrong with this enclosure is you have the UV tube at 1 end, move it into the middle for better spread.
